Paul is a dedicated community leader with deep roots in Randolph County, where he was born and raised. He proudly calls this area the best place in the world, captivated by its scenic landscape, small-town charm, and, above all, the warmth and kindness of its people.
With a degree in Business/Finance and a minor in Economics from Indiana University, Paul brings a unique perspective to the development of properties, neighborhoods, and businesses. In 2024, he furthered his expertise by becoming an Accredited Business Intermediary through the American Business Brokers Association and obtaining his Loan Originator’s license. This continuous commitment to education enables Paul to deliver top-tier service to his clients, blending a deep understanding of finance with a passion for helping others.
Paul works side by side with his clients, guiding them through every step to find the ideal property and best financing options tailored to their goals. His hands-on, partnership-driven approach, backed by his experience as a business owner, developer, and consultant, offer an invaluable level of support.
Currently, Paul is also part of an investment group developing new homes in the Winchester Golf Club's Willow Ridge III addition, contributing to the community’s growth. His commitment to service extends beyond real estate; he is an active board member of the Randolph County Economic Development Corp. and has served as President of the Randolph County YMCA board, among other community roles.
Outside of his professional life, Paul and his wife, Jennifer—a Property Management Administrator at Tarter Realty Auction and Appraisal Co.— have 3 adult children and 3 grandchildren that they are very active with! They are proud sponsors of the Concerts in Goodrich Park, a free concert series for the community. Paul is an avid reader who often shares his favorite books, gifting them to friends and clients to spread inspiration.

Jill Friend
Jill Friend proudly joined Team Tarter in July of 2023. Jill was born and raised in Randolph County. She graduated from Winchester Community High School in 2013. She went on to Ball State University, graduated with a Bachelor’s Degree in Business Administration in 2016; and received a Master’s Degree in Business and Information Technology in 2018. She was also a captain for the Women’s Basketball team and competed for 4 years. Jill married her High School sweetheart Brian Friend in 2019, they have two sons, Bayler and Cooper.
After spending the last 6 years in the greater Indianapolis area, the Friend’s had a change of heart and realized Randolph County is the perfect place for a career and to raise their family. Jill is very passionate about her family and this community and is looking forward to making an impact. She is fully committed and focused on providing a tremendous Real Estate experience for all through a consultative approach. Shirley Lawrence
I have been a licensed Real Estate broker in Indiana since 1980 and a licensed salesperson 2 years prior to becoming a broker.. I've spent all those years working in Randolph County concentrating mostly on the Union City and Winchester areas. I grew up in Jackson Township and raised my daughter and son there. I'm proud to be associated with Tarter Realty, Auction and Appraisal and enjoy everyone who works there. Looking forward to many more years of helping my clients navigate the real estate market!

Abby Bailey
In 2018, Abby started with Tarter Realty Auction & Appraisal Co. managing the auction department before she switched to the real estate and appraisal fields. She quickly found out that real estate was the perfect fit. Not only is she thorough and organized, but she is also a friendly face to see when you enter our office. Abby makes sure the clients always come first and get their needs taken care of diligently. She is also a co-owner of Randolph Financial Services. Abby’s dual roles allow her to connect with clients on a deeper level, particularly those looking to sell, establish, or grow their own businesses. Her ability to understand the needs of small business owners and homeowners alike makes her a valuable resource in achieving their goals. Outside of her professional life, Abby enjoys giving back to her community, supporting local businesses, and exploring new opportunities for growth and innovation in her fields.

Becca Tinsman
Becca joined Tarter Realty in August of 2023, starting in an administrative role. It didn’t take long for her to discover a true passion not only in managing day-to-day operations but also in helping individuals succeed. Beyond administration, Becca is developing an expertise in marketing, organizing and improving business processes, and conducting research to identify areas for growth and innovation. She is dedicated to finding ways to enhance efficiency, strengthen branding, and position the company for long-term success. Whether behind the scenes or stepping into new roles, Becca is passionate about fostering a culture of growth, collaboration, and achievement. As she continues to evolve within Tarter Realty, her vision remains clear: to inspire those around her to reach new heights, embrace challenges, and continually improve.

Madyson Hummel
We are excited to welcome Madyson Hummel as our 2024-2025 student intern! Madyson is currently a senior at WCHS, where she excels as a three-sport athlete, competing in Golf, Basketball, and Track. In her free time, she enjoys spending time with her family & friends. Madyson has already shown a strong passion for real estate, caring for our clients and continues to dive into every aspect of the industry with the willingness to learn. We are thrilled to have her as part of the Tarter Realty family!!
